The New Residency Rules

In July 2023, the Government of Paraguay implemented a new regulation which requires most nationalities to obtain a Visa from a Paraguayan Embassy or Consulate before starting the residency process. This is a relatively stragitforward process, and the new visa requirements are explained in more detail here.

In October 2022, the Government of Paraguay passed a new law which changed some aspects of the residency application process for foreign nationals. Among the changes are the removal of the requirement to put approximately USD 5,000 on deposit with the Central Bank of Paraguay, and the addition of a two-year temporary residency card being issued, after which it is converted to permanent residency.

Residency in Paraguay: The Process

1. Prepare Your Documents
You will need to get certain documents Apostilled by your home country, such as your Birth Certificate and your Police Record, and have them translated into Spanish.

2. Enter Paraguay
You have to physically be in Paraguay to start the residency process. Many nationalities now need to get a visa in advance, some don't. You must get your passport stamped when you enter.

3. Meet The Government
You will need to attend some government offices for things like photographs, fingerprints, and signing some forms. We will be there with you every time, and make it easy for you.

4. Collect Your Residency Card
After four weeks - or sometimes less - your Residency Card will be issued, and you are officially a Resident of Paraguay. Congratulations! You can now live in Paraguay.

5. Meet The Government (again)
With your Residency Card, you can now get a Cédula (ID Card). You will need the Cédula for most functions in Paraguay, such as banking, tax residency, etc. We will attend with you as before.

Within approximately two weeks, you will have your Cédula, which means you can now do anything else you want to do in Paraguay, as well as travel freely within Mercosur countries.
